NGO "Union of Democrat Meskhs" began its work with this project. The goal of the project was to hold the local governmental election in democratic way. Our organization created a consultation bureau of skilled lawyers, which provided information about the election to the local population. A local TV company supported the election, and many programs were produced about the election. Our organization published pre-electoral booklets that informed the voters about biographies of candidates, a list of the entire Parties, and electoral law and the rights of the electors. The booklet was made available to the voting public free of charge. The booklet had a great importance. In the election campaign, every party tried to display their positive sides, but the booklet contained positive and negative aspects of all Parties. This booklet gave electors chance to make right choice. Here was given the short biographies of the mentioned parties (such as establishment date, managers, orientation etc).

On the day of the election, the organization sent observers to each precinct. It was a chance to see how the election was held. The forms, which were made in advance and given to the observers, made the observation suitable. According to the filled forms, "Union of Democrat Meskhs" estimated the process of the election. The observation results were sent to the Central Committee, Georgian Parliament, NGOs, and the media.

After the election, our organization published a free of charge booklet in which the results of the election and the list of the elected staff of "Sakrebulo" was given. "Union of Democrat Meskhs" created a certain informational center where all the resolutions taken by "Sakrebulo" are kept. Our citizens can receive a copy of any resolutions taken by "Sakrebulo" without payment.
