Project: "Transparent Governance"

In 2002-2003 our organization had been implementing the project, resemble to the "Information Bank of Self-Governance" and named as "Transparent Governance". If “Information Bank of Self-Governance” aimed in disclosing activities of self-governance bodies in Akhaltsikhe district, goal of given project was revelation of work of governmental organs.
The “Union of Democrat Meskhs” made all efforts to simultaneously implement these two projects in order to give the opportunity to society to draw a parallel between these institutional structures.
Within the framework of “Transparent Governance” our organization constantly sought for documentation (administrative determinations, decisions, minutes of sessions), drawn by Gamgeobas of Akhaltsikhe district. These materials were printed as a monthly bulletin. Via the bulletins population of Akhaltsikhe district was permanently informed about the processes, going in our district, along 6 months.
The project “Transparent Governance” gave us an instrument to create barriers against corruption that is faced in governmental structures. As one of measures, we asked governmental organs to send us the documentation with indication of their registration number. The aim of the request was to control the consistency of registration numbers so as to avoid insertion of “necessary” document in future. During implementation of the project we had met resemble fact, then Gamgeoba of the district had registered one document under 2 numbers, that gave them opportunity to use “free” number in case of necessity. We were able to preclude this case.
The mentioned two projects together gave us possibility to come identify measures that should be undertaken to improve performance of self-governance and governance organs, as well as what should be changed in the activities of these two institutional structures.
