There were established cooperatives for construction of lodgings, aiming to solve housing problem of citizens in 90’s. The constructions were carried out by the state and funded by population. Though many persons transferred required money in relevant banking accounts for building their apartments, but government did not perform its obligations. Later government recognized these transfers as “Internal Debt” and took on responsibility to return them to people yet in 1992.

            Despite this pledge, members of cooperatives could not manage to reimburse their money along 12 years.

            In this connection, on 9th of July 2004 at Akhaltsikhe Office of Legal Consultation Center was held meeting between representatives of Akhaltsikhe district Gamgeoba office and shareholders of unfinished lodging cooperatives. The meeting was attended by staff members of Legal Consultation Center, Assistant Gamgebeli of Akhaltsikhe district, Head of Financial Department, Head of State Property Management Department and shareholders of mentioned cooperatives.

            The goal of the meeting was to compensate expenditure, made by shareholders of those cooperatives, which have not received lodgings. The issue was discussed in details at the meeting and the participants came to decision to found joint committee, which will more thoroughly study above described problem and take care of compensations.
